The TOP-NEST consortium is led by NIFU, an independent
social science research institute, focused on studies of innovation, research and education.

One of NIFU's specialist areas is Studies in Research and Innovation. Projects conducted in this areas cover Norway, other Nordic countries and European Evaluations of research and innovation programmes and measures.This group specializes in bibliometric studies, patent analysis and the development of indicators for research and innovation studies, as well as studies into the relationship between research and innovation processes in industry and the commercialization of research and innovations.

Lund University is Sweden's strongest comprehensive research university. CIRCLE (the Centre for Innovation, Research and Competence in the Learning Economy) and IMES (specialising in energy, environment, technology, economy, security, and development) will participate in this project.

CIRCLE bring particular expertise in innovation and socio-technical systems approaches to studying energy and transport transitions. This interdisciplinary research centre spans several faculties at Lund University and Blekinge Institute of Technology. Since its creation in July 2004, CIRCLE has established itself as the leading national centre for research on R&D, innovation, entrepreneurship and economic dynamics and is now the largest of the four Swedish research Centres of Excellence funded by VINNOVA.

The division of Environmental and Energy Systems Studies (IMES), is a part of the Faculty of Engineering at Lund University. The research is interdisciplinary and covers several disciplines such as agronomy, political science and sociology but with a special focus on engineering and energy systems analysis. Strong research areas include biomass and biorefineries, low-carbon transition governance, energy efficiency, energy system and technology assessments, as well as energy and climate policy analysis. They bring key expertise in technology assessment, future energy systems research, policy analysis and life-cycle assessment.

The Technical University of Denmark (DTU) is a financially autonomous university with a Board of Governors as its highest authority. It contributes particular expertise in terms of prospective quantitative and qualitative analysis.

DTU has approximately 7,000 students, 4,900 staff, of which 1,700 scientific staff and 1,000 PhD students (2010). DTU is ranked no. 7 in Europe according to the crown indicator of the Leiden Rankings for 2010. On University–Industry research cooperation and impact in engineering journals DTU is ranked no. 3 in Europe.

VTT, the Technical Research Centre of Finland, is a globally networked multitechnological contract research organization. They bring extensive expertise to the project regarding energy in transportation, transport strategies & services and in foresight studies and studies of socio-technical Change.

VTT provides high-end technology solutions and innovation services. Research activities at VTT encompass prospective technological and market development analysis, creating novel know-how, providing customers with new development impulses, developing technologies and concepts, applying technologies, and enhancing technology transfer and utilization.


In June 2012 the Riga Technical University joined the TOP-NEST project.

In 2012 Riga Technical University (RTU) is celebrating its 150th anniversary. The University is the only technical university in Latvia and its aim is to develop RTU as one of the leading third generation universities in Europe. RTU trains highly qualified and competitive professionals for national economy, encourages scientific research excellence, ensures the flow of high added value innovations for the needs of national economy, and takes active part in establishing research-intensive enterprises.

The Institute of Energy Systems and Environment (IESE) is part of the Faculty of Power and Electrical Engineering in RTU. The institute offers qualitative environmental studies and scientific research in cooperation with other education institutions and companies. IESE scientists constantly participate in local and international projects to enhance the development of sustainable technical solutions which are oriented to save natural resources and decrease formation of pollution.
